Jennifer Hanks

A co-founder of FedPROPEL, Jennifer A Hanks is a seasoned contracting professional with billions in contract awards and program management experience. She uses her distinct perspective to provide FedPROPEL’s program team with a 360 view of the needs of the contracting officer and how the business owner can best fulfill those requirements within the construct of their enterprise. As CEO of MMC Consulting, she has led multiple client engagements including a $2 billion plus, multi-agency, commercial contract portfolio. Mrs. Hanks has also worked for several large federal contractors and provided support multiple federal agencies (DHS, DOI, HHS, FEMA, GSA, USDA, and USAID).

A former contracting officer with the United States Agency for International Development (USAID), she was instrumental in the award and management of over $2 billion in contracts and grants. She currently serves as a senior training advisor to the Agency supporting education and leadership programming for its 11,000-member workforce. She also serves on the Office of Federal Procurement Policy’s working group which is rewriting the rules governing how civilian contracting professionals perform their roles.

One of her main goals is to ensure that the needs of small businesses are adequately represented. Mrs. Hanks is active in her professional community having served as a recent past president of the Tyson’s chapter of NCMA. Jennifer earned the CFCM (Certified Federal Contract Manager) designation, graduated from the CMLDP with honors and is a member of NCMA's Council of Fellows. For nearly a decade Jennifer also served as a mentor and volunteer with the Abramson Scholarship Foundation.

Jennifer earned a Master of Science in Management from The Catholic University of America, a Master Certificate in Government Contracting from George Washington University, and a Bachelor of Music from The University of Miami (FL). As a classically trained violist, she hopes at least one of her daughters will inherit her love of Rachmaninoff.
