Dr. John W. Wilkinson, President of tHInc, Inc., is one of the leading experts on federal procurement and training for acquisition professionals. A retired Air Force Lieutenant Colonel, John has over 30 years of acquisition experience which previously included unlimited purchasing authority. As an advisor to the FedPROPEL Institute, Dr. Wilkinson will provide technical expertise assisting with the instructional design of the curriculum as well as facilitator evaluation and training.
While a First Lieutenant serving Operations Desert Shield/Storm, he was awarded the Bronze Star Medal for his performance as a lead Contingency Contracting Officer. For the past sixteen years John has worked with and for the National Contract Management Association (NCMA) on the expansion of their professional development platform. As a staff member, John was responsible for all aspects of NCMA’s standards, accreditation, and certification programs. He was program manager and lead instructor of NCMA’s Contract Management Leadership Development Program (CMLDP).
John is responsible for development and delivery of this highly sought after one-year, 180-hour training program. This on-going career enhancement program for federal and industry professionals is executed through a blended learning approach, utilizing in-resident, webinar, and self-paced instruction methods.
Dr. Wilkinson is well versed in the creation, delivery, and sustainment of adult learning programs. In addition to his work with NCMA, John has authored nearly one hundred (100) training courses which include the areas of contract, financial, and program management as well as effective communications and leadership. He has trained contracting professionals at the Air Force, Navy and Veterans Administration as well as other civilian agencies.
